In a significant move to support low-income families, Sacramento County, California, has introduced the Family First Economic Support Pilot (FFESP)

This initiative offers $725 monthly payments to eligible families, aiming to alleviate financial stress and promote family stability.

Overview of the FFESP Program

The FFESP is a guaranteed income pilot designed to provide unconditional financial support to families with young children. 

Administered by the United Way California Capital Region in collaboration with the Sacramento County Department of Child, Family, and Adult Services (DCFAS), the program seeks to assess the long-term impact of direct cash assistance on family well-being.

Eligibility Criteria

To qualify for the FFESP, applicants must meet the following conditions:

  • Residency: Live in one of the designated Sacramento County ZIP codes: 95815, 95821, 95823, 95825, 95828, or 95838.
  • Child’s Age: Be a parent or legal guardian of a child aged 0-5 years, with the child residing in the household at least 50% of the time.
  • Income Level: Have a household income below 200% of the Federal Poverty Level (FPL). For instance, a family of four should earn less than $62,400 annually.
  • Program Participation: Not currently enrolled in another guaranteed income program.
  • Immigration Status: All families, regardless of immigration status, are encouraged to apply.

Payment Schedule

Selected participants will receive $725 per month for a total of 12 months, amounting to $8,700 over the program’s duration. 

The first payment is scheduled for June 15, 2025, with subsequent payments issued on the 15th of each month. Participants can choose to receive funds via direct deposit or a prepaid debit card

Impact on Other Benefits

The California Department of Social Services has clarified that FFESP payments will not affect eligibility for several state assistance programs, including:

  • CalFresh (SNAP)
  • CalWORKs
  • Medi-Cal
  • WIC
  • Housing subsidies through SHRA
  • Subsidized childcare for CalWORKs participants

However, it’s essential to note that the additional income might influence eligibility for other programs not listed above. Participants are advised to consult with their respective caseworkers to understand potential impacts.

Application Process

The application window for the current cycle was open from April 14 to April 27, 2025. Applicants were required to submit documentation verifying residency, income, and guardianship status. 

Due to the program’s limited capacity, 200 families were selected through a randomized lottery

Those selected were notified by May 5, 2025, and underwent an onboarding process, including discussions about potential impacts on other benefits. 

Program Goals and Evaluation

Beyond providing financial assistance, the FFESP aims to:

  • Reduce child abuse and neglect
  • Lower foster care entry rates
  • Improve families’ financial security

The program includes an evaluation component, led by MEF Associates, to assess the outcomes and inform potential future expansions or similar initiatives.
